If you limited the RP wouldn't you need to filter within the admin
domain. Or what happens on the local network when someone
starts up a Source on one of the Reserved Groups and what about
a Receiver.


The local lan is affected.

The first-hop should recognize that the group is not in its RP map
and so won't send a PIM register to the RP. If the RP doesn't
have state, those packets can't get off of the source lan.

WRT what to do on that local lan, PIM can't help you.
