This isn't about providerId's.....

I would like to open the question, tho, of having the distro's include 
keys and certs for the two dummy entities...

... this would make it even easier for people to get the initial package 
running  (I  know, they're going to have to learn about PKI at some 
point). But, I think this approach would give more people a functioning 
system quickly, and they can then move stepwise toward a "real" 
configuration. I know this just defers the PKI problems... but I think 
there's a big plus  to getting people an operational system which they 
then reconfigure, rather than forcing them thru X days of pain to get 
their first successful transaction.
