Well, there will be AT LEAST a rate limit to protect the
border from too much traffic.

The problem is if I have a single high bit-rate multicast
stream clogging up the multicast portion then all the
folks (like Larry Rowe) who are sending high bit-rate
streams and low bit-rate streams will have both their
streams clobbered.

So, the idea is to protect the folks who are sending
low bit-rate streams from an I2 site destined potentially
for commodity Internet sites not to experience lots
of loss at the I2/commodity border.
