Yes, you're right. In fact, it's worse than that. If servlet.jar
ends up in the WAR (which it does if you put it in one of the lib
directories), tomcat 5.5.9 simply refuses to load it.
Scott's suggestion about adjusting the classpath is the best approach, I
think.
