Probably the best thing to do would be to set logging to DEBUG and trace through to see where things are failing. I am making a new origin build as we speak, though... so if you wait just a bit you can get a clean start with the latest.

week didn't have any arps defined either, and it worked. Perhaps
defaults in code is what caused one to work but not the other? How can

Looks like an ARP issue to me, it's sending zero attributes. Check arps/arp-site.xml or whatever it is.
