That's what I thought.  I have no arp-site.xml (or anything in arps). 
That made me suspicious, but the pre-1.0 build that I had running last
week didn't have any arps defined either, and it worked. Perhaps
defaults in code is what caused one to work but not the other?  How can
I make the arp-site.xml file?
