Ok, I did have it in the correct spot, not in the old arps directory.  
I updated to what RL "Bob" sent me, but I'm still not sending any
attributes.  Resolver.xml looks fine to me (the scoped attributes are
scoped to wisc.edu, the AttributeDefinition id's are what Scott said
they should be, etc), so I don't know why attributes aren't being sent
out.  Where else should I be looking?  In origin.properties, my
federation (shibboleth.audiences) is urn:mace:inqueue, and nowhere in
any of my shib stuff does grep find a reference to incommon:pilot. 
Sorry for the deluge of questions today, but I'm a bit befuddled. ;-)
