Yes, IGMP/MLD are used for a router to maintain membership states.

CR only provides a session announcement function. It does not invoke
IGMP/MLD join/leave and does not control routing functions.

An end user accesses CR (i.e. CR agent) via his web browser and see
available session (or channel) information on the page. It is
something like an online TV guide. When you click the channel
information link you would like to join, your helper application is
launched, and this helper applicaiton joins the channel and invokes
IGMP/MLD join if the channel is multicast.
