WPI cannot do SSM at all because Nortel implemented a completely
braindead broken version of IGMPv3 that breaks backwards compatibility
with v1 and v2, against RFC3376. Anyone who is using Nortel ERS
(formerly Passport) 8000-series switches might want to bug their SE
about CR Q00950235.
