That's part of the SAML2 spec. Take a look at the AuthnRequest, it has a ForceAuthn attribute which you can use to do this.

In general, in the roadmap, we didn't outline things that "had to be done because they're in the spec", just what parts of the spec we were targeting for 2.0 vs 2.1.
