This is actually how we started out. We thought about InQueue at first, 
but it soon proved to be not flexible enough for us to start. So then we 
set up our own IdP/SP pair which allowed us to see all (operations and) 
errors very clearly. In the next phase we created a small 
test-federation with two IdP's and a few SP's (at this point test 
providers might be useful).
