Shibboleth Developers

I'm really not too upset by the present situation.  OpenSAML only has  
one direct dependency and the same is true for Shibboleth.

Shibboleth is going to need the bc jar regardless for ASN.1 parsing,  
so there would only be a decrease in the release size if we moved  
away from commons-codec.
