I agree that active monitoring of services is possible and would be useful in some cases.

Another way to achieve at least part of this given the SOA architecture we have designed is simply to see what is in the LS. Registrations have a time-out associated with them. Services will need to refresh with the LS or the entry will be dropped. So, only 'live' services will be in the LS. (Of course, we are not really using the registrations from services and lookup from clients yet so this is academic...)
