Wayne - this is a proposal generally following NSF guidelines but not Fastlane format. That is why we specified format, content, and section lengths in our guidelines. NSF project summaries submitted on Fastlane have text boxes for intellectual merit and broader
impact, and that is one reason our guidelines specified the separate sections for these so that the summary would actually summarize the project and serve, as you note, as more of an overview.
I hope this helps-
Nili

Hi Jamie,
Regarding Item 2, the NSF Proposal & Award Policies & Procedures Guide says (on p. II-10) that
“The Project Summary consists of an overview, a statement on the intellectual merit of the proposed activity, and a statement on the broader impacts of the proposed activity.”
However, the template that you sent us has a separate half-page section devoted specifically to Intellectual Merit and Broader Impacts. This suggests that you expect the one-page Summary to be primarily an Overview, since it doesn’t make sense
to have two half-page discussions of Intellectual Merit and Broader Impacts.
* Please clarify what you want in the Summary section.
Thanks, Wayne

Hi Benedikt,I think I can answer these.
- I don’t see a problem with changing staff profiles, including adding new collaborators as long as the lead institution (the contracting entity for the sub-award) stays the same.
- Yes. NSF style project summary is advised. The reviewers will be asked to comment on Intellectual Merit and Broader Impacts.
- You should assume that there will be some reviewers who saw your phase 1 proposal and some who haven’t. All reviewers will be provided with your Phase 1 project plans, presentations and final reports as well as your phase 2 proposals.

Subject: Re: [ecas] [EXTERNAL] ECAS Phase II proposal submission guidelinesHi Nili,A couple of questions developed over the course of putting together the Phase 2 proposal:1. Can we add collaborators at the 0% level from other institutions?2. The Project Summary, is that an NSF style project summary with Intellectual Merit and Broader Impact?3. Should we assume the panel reviewing the Phase 1 report is different from Phase 2? I just want to understand what detail we should go into.BenediktOn Thu, Apr 16, 2020 at 9:37 AM Nili Tannenbaum <> wrote:Yes, you may include references separately. Subject: Re: [ecas] [EXTERNAL] ECAS Phase II proposal submission guidelinesSalvador - our expectations are that everyone will actually stay close to the original premise of $40K for salary and fringe, plus $500K for cloud credits, plus indirect costs recovered on everything ($81K never covered indirects). We are trying to give folks some flexibility to use up to $80K in direct costs for salary, and then as much cloud credits they can pay for beyond that as long as everyone maintains the overall total funding cap. I hope that helps.Nili

Subject: Re: [EXTERNAL] [ecas] ECAS Phase II proposal submission guidelinesNili,Thanks so much for your email and the updated guidelines. I just want to check with you that I understood correctly the following points:
- We have to use the campus indirect cost rate, which in our case is 61.5%. This means we can only ask for ~434k (instead of 500k) for Cloud services, i.e. direct costs 80k+434k = 514k; indirect costs = 61.5% * 514 = 316k; Total ~= 831k.
- The total for salary+fringe has now been changed to 80k (before ws 81k).
- Sheet 1 of the attached excel still has the old budget guidelines, but we can ignore those.
Thanks again,Salva--
