Asterisk supports both iLBC and G.711 according to its feature list.  It 
could be treated as a media gateway by configuring a conference bridge 
with a bunch of numbers and using REFER to connect the endpoints of a 
call to the conference bridge.  This is not an ideal solution. 

The SER Mediaproxy looks like it could be adapted to do transcoding 
pretty without too much work.  The RTP handler for mediaproxy is written 
in python.
