No. The DVMRP tunnels are long dead.

2. If we were an ISP instead of a university how would the ISP connect

internet2 network also? or is there some other common network.

Two ways :

1 - find a peer or upstream connection that speaks MBGP and MSDP. Level3, for example, or Sprint.
2 - set up a tunnel with someone with multicast connectivity. Greg Shepherd will do this, for example, for ISI :

(If, of course, the company has a direct I2 connection, that could be made multicast enabled, and would be a third way. That
would be a rather expensive way to obtain multicast unless the I2 connection had other uses.)

We did it through Internet2's SEGP program with the Connecticut
Education Network
http://www.internet2.edu/network/participants/listSEGP.cfm

It worked out really well for a small school like ours, that does
not
have a lot of resources.
You may want to look into the SEGP in your state. Ours is very
reliable.
