No. The DVMRP tunnels are long dead.

Two ways :

1 - find a peer or upstream connection that speaks MBGP and MSDP.  
Level3, for example, or Sprint.
2 - set up a tunnel with someone with multicast connectivity. Greg  
Shepherd will do this, for example, for ISI :

(If, of course, the company has a direct I2 connection, that could be  
made multicast enabled, and would be a third way. That
would be a rather expensive way to obtain multicast unless the I2  
connection had other uses.)
