If I understand what you mean you are saying that an SP is likely to use
jQuery all over the shop and so if we tell them to just
serve JQuery out from wherever else they do it all will be good, because that
load will hit the client cache..

If so, this is just shared libs in a new guise. I may be cynical, but the
browser as an operating system has shown marked
reluctance to learn from history and so I'd ask whether its doomed to repeat
it by not having addressed "DLL hell".

Not of primary interest right now, but it does provide an important
requirement for a future version ("strive at all costs to make
sure that any shared libraries are versioned appropriately").
