Something I noted in the comment to the bug reported about not having Alias
is that with one minor exception, it's an Apache-specific feature, and I
think if we add it back I would want to make it an Apache configuration
setting, something like:

ShibAlias <header> <alias>

Or something along that line. I could live with that a lot easier than
hacking it into the core SP code.

The only other place I used it was in the sample ACL plugin that lets you
use XML rules, and I don't think enough people used that to justify adding
it back there.
