I'm aware of the issue (see Ian's bug) but that's as much or more
information as I've been able to get, so thanks. ;-)

My problem, among others, is my inability to use gdb for anything
non-trivial, and this bug is Unix only, so tracing it is tough for me. I
have to assume the issue is caused by some changes Jim and I made to address
Apache changes, but I'll need to start stripping out new code to tell.

Yeah, just do:

ShibUseEnvironment Off

The option will also exist in 1.3.1, just defaults the other way for
compatibility.

I'm seeing some different behavior on Windows with UTF-8 characters in the
two cases, but the build you have has bugs and breaks on UTF-8 anyway, so
you'd have to pick up patches I just posted to jira to try it anyway.
