Does this actually work anyway? Particularly in the Apache SP. I could maybe
see the Java stuff handling it, since Walter wrote it, but I pass the stuff
directly into a library and I don't think it would accept the headers.

In any case, it's not legal XMLSig syntax, so they need to come out.
