Thanks.  Digging deeper, looks like the required package group info for 
@core, @base, @console-internet (referenced in ks.cfg) is in the 
"c6-minimal" xml files in the repodata directory, not the "comps" xml 
files as was the case for PS 3.4 (and as I've usually seen in building 
install images for RHEL).  Guess the problem is elsewhere, sorry...
