Forgot to add: another point of confusion of "is the site's Perfsonar BW box  
borken or not?" was that the monitoring pages all show  
lcgnetmon02.phy.bris.ac.uk as Fine.

It was only noticing that graphs to sister sites in nearby UK stopped 
showing stuff around 27 April that made one wonder "is it borken? Partly?"

But then the graphs are 100% fine to RightNow to a few sites. So not all 
borken...
