I have uploaded some proposals for the addition of new schema and 
instance files to handle errors and discards as well as how these will 
interact with the already established utilization and snmp tool work.

The most interesting parts (i.e. the parts that everyone should read 
*VERY* carefully and comment on) are here:

There are a lot of new concepts, and some comments on the current state 
of things (both service and protocol wise) that potentially could change 
with the adoption of some of these ideas.  Please read and comment 
appropriately.
