I agree Giovanni and Jochen points.
However, the point of providing VMWare image
does not prevent the project to have a livecd (or better a special custom box)
It is there to quickly disseminate the project services showing up its various services' capabilities.
In addition, all NRENs administrators are not always familiar with JAVA/WEB SERVICES etc.
I also agree the best solution is to have a specific package for perfsonar that can be installed flawlessly by the native package management. (a .deb, .rpm, pkg ...) In our NREN, we just choose to use VMWare because of its simplicity.
Basically, we already had the infrastructure and our VMWare server also hosts EDUROAM service.
The proposition does not exclude the other way to spread the project.
It just provide an other convenient alternative to deploy PerfSONAR service for
NRENs who want to test and get familiar to the PerfSONAR services quickly.
The point is to make PerfSONAR installation easy taking into account the skills level of each person.

but I don't think it is a good solution:
all the sw is usually installed on a linux box by the package manager of the system (for debian apt-get, for red hat yum and so on) from a pakage (.deb, .rpm, ..) with just a command. It will be nice to have such a linux package of each perfsonar service.
Moreover, in this case, the upgrade of the sw to a new release will be very easy.

a) what is HELL
b) what is its difference with VMWare
