Steve,

Cisco has introduced <http://ciscojabbervideo.com/>, which is a free 
version of their Jabber Video product (the former Tandberg Movi).  Cisco 
hosts these on a "cloud-based" VCS.

It is free for point-to-point calls.  For point-to-multipoint calls, it 
works with existing video conference bridges like those at many 
universities and the Internet2 Commons <http://commons.internet2.edu/>.
