Either one, the configure script should be correctly disallowing anything
that won't work.

I don't expect to require 3.0 even if I add code to make use of it, but that
depends on how different it is and when it comes out. But I reserve the
right to require it for the time being. If I have to make too many changes
to use it so I can configure the heap size, I'll have to require it.
