Sun's Access Manager is one of the few freely downloadable (albeit 
commercial) products that offers SAML2 support. Also it contains a
Java SAML2 toolkit, that seems to be usable independently from the 
product itself.

On top of that Sun recently announced it is going to add the federation 
functionality (apparantly including saml) as part of the opensource 
"opensso" sister project.
