I now realise that the QuickStart README.html file does not mention some relevant ant targets. From the grouper-qs directory, in addition to 'ant ui', you can also type:
ant db - starts the database
ant dbgui - starts the database manager app.
If you just type 'ant' the three possible targets are listed. I have updated the relevant doc in CVS.

BTW, I've done plenty of twiddling of config files in
webapps/grouper/WEB-INF/classes without rebuilding and redeploying. I
just restart the /grouper (or /signet) context, and occasionally restart
tomcat if I'm not certain that all's kosher. Clearly, there are
circumstances that vary in ways that impact grouper (& maybe signet)
deployment that we should try to understand and describe in the docs. I
hope we get to the bottom of yours...

So it looks like it makes a connection to my hsqldb but the database
it's looking for does not exist.
Actually not making a connection I guess. I start up the db server with
java -cp hsqldb.jar org.hsqldb.Server -database.0

To close normally, connect and execute SHUTDOWN SQL

From command line, use [Ctrl]+[C] to abort abruptly
and I can see that the process is running and netstat shows a process
listening on port 9001. Then I run the hsqldb manager with
java -cp hsqldb.jar org.hsqldb.util.DatabaseManagerSwing -driver
org.hsqldb.jdbcDriver
and get the nice manager UI. I choose File->Connect, and in the connect
dialog box choose the HSQL Database Server Engine type, which gives me
the jdbc:hsqldb:hsql://localhost/ URL, and when I click OK, I get the
now-familiar error message

If I make it localhost:9001 it's the same. netstat does show me that a
process is connecting to 9001 however. So I dunno.
