Right - although it can be used to access testbed facilities. As, Ilia noted
that a few ExoGENI racks are available - hopefully soon InstaGENI racks will
also be available.

No this is not what we are doing.

A community resource that connects campuses which is the main point here
cannot have individual researchers take over all or part of the end-systems.
It is not a research testbed in the form requested.
