I think what you're looking for is the "Setting Up Your First CO" document. Unfortunately, we haven't written that yet, even though it's listed in the Technical Manual.

However: how do I set up the CO admin? In previous email you stated the
CMP is not the CO admin. So I need to configure, invite or enroll
another person (or a new me with different identity).

A CO Admin is simply a member of the "admin" group within the CO. Assuming you have not defined any enrollment flows, the process would be (as the CMP admin unless otherwise stated)

(1) Add a new organizational identity (within the CO, if org identities are not pooled). Make sure to specify a valid email address.
(2) Invite the new organizational identity to the CO. (My Population >> Invite, then select the new org identity)
(3) The new admin will receive an email with a link to click. Follow the link and accept the invitation.
(4) Add the new admin to the "admin" group within the CO.

- Configure: Can I statically configure a person to be a CO Admin? I can
set up an "Organizational Entity", but I do not seem to be able to set a
role for this user?
- Via invite: The wiki stats that the default way of enrolling is via
invite. Indeed if I do not define an enrollment flow for a CO I see the
invite button. Selecting it however takes me to "Find a Person to Invite
to Test CO1". Which is an empty list. I sort of would have expected a
form to enter 1 or more email adresses?

These should be covered by the steps above.

- Starting Enrollment based on a configured enrollmant flow does not
work when I set "Enrollment Authorization" to anything but "None" (I
assume this is because there is no CO(U)admin yet)

Keep in mind a CMP admin is *not* considered a CO or COU admin for purposes of starting an enrollment. This may or may not be the right approach long term, but it is the current implementation.

Can you file a JIRA with a screenshot and/or stack trace? (You may need to set debug to '2' in Config/core.php to get a stack trace.)

Invitation applies to defined org identities, so you must add at least one org identity first.

I must be missing something trivial here, but I just do not seem to get
how to add the initial CO admin to the CO :(

It would probably be easier if we finished the documentation, which perhaps we'll do now that you've sent this note :)
