While not necessarily cheap, we have been using he HP 2520G-8-PoE in a number of locations. The management and for the most part features are the same as all their other switches. I am not sure if they make a non poe version.

All of the 8-port "managed" switches we've found are "web managed", which
makes configuring 20 of them pretty tedious.

Oh yeah, we want it cheap too. :)

One thing that comes to mind is DD-WRT and the other alternate firmware for
home wireless routers. I wonder if that firmware manages to add IGMP support
to the switches built in to these devices.
