I'm sorry that this is not a comment for your inquiry.
If Apple considers IGMPv3/MLDv2 kernel implementation for OSX, I may
want to propose Lightweight IGMPv3 (LW-IGMPv3) and LW-MLDv2.
(draft-ietf-mboned-lightweight-igmpv3-mldv2-04.txt)

I had implemented full IGMPv3, full MLDv2, and LW-IGMPv3 for NetBSD.
In my experience, these implementation and maintenance costs were
different, because Lightweight version protocol is very simplified.
(Well, more precisely, Advanced MSF APIs are the key of complexity,
though.)
