I want to thank all who offered their insight into this problem. My
first step will be to use Jim's suggestion and use a smaller router
running PIM over GRE to our 6500 switch...

Have you thought about using tunnel?
- build a GRE tunnel over unicast to the closest router of the OSTN back
to a mcast router
- run PIM on the GRE tunnel,
- add a muticast route pointing at the tunnel so the remote router works
with RPF check.
