I had a situation involving frequent MSDP session resets. A "debug ip msdp
resets" showed the following:
Peer reset, exceeded max output queue length
This only seems to show up on the router which is trying to send the SAs, not
on the receiver.

Cisco bug CSCdv30330 seemed related:
bug title: MSDP peer resets on exceeding Max output Queue length
found in version: 12.0(18)S
fixed in version: 12.0(20.4)S 12.0(20.3)ST02 12.1(10.5)E01 12.2(7.5)

status: Verified

I upgraded the code in one of my border routers to 12.0(21)ST1, & I've had no
MSDP resets on that router since.

This might or might not be related to your trouble, but I figured I throw it
out for you to consider.
