As Dave Meyer keeps telling me, the protocol for setting up multicast 
forwarding should be kept separate from the reachability/topology discovery 
protocol.  Consider two Autonomous Systems that set up a multicast 
peering--they could do that with IGMPv3 Membership Reports instead of 
PIM-SM Joins, but still use M-BGP and MSDP, eh?

The trouble with that at an exchange point is that IGMPv3 doesn't let the 
IGMPv3 "hosts" choose which "designated router" to use.
