I had considered this, but that is not the basic problem. I have observed
that it is sending the 0x12 type memebership reports just fine. It just
is not forwarding the 0x16 type reports. Again, it appears to me that the
3300 is "eating" all IGMP packets and when it gets a 0x16 type packet, it
just does not know how to handle it, so it drops it.
