The reason for using INI format is probably clear, but Windows obviously
includes support for that natively, including some nice features (with ugly
APIs) for getting the list of section names, all of the name/values at once,
and supports quoted values that can handle whitespace.

I have C/C++ code already that handles that on other platforms, so it's less
work than another format would be, if there were any to begin with.
