I don't really understand what your goal is relative to this question, but I
can tell you flat out that you are not meant to create or otherwise
manipulate any cookies the IdP or SP use, nor are they documented, nor will
they be. They're an implementation detail of the software, and are subject
to change at any time without warning (and have changed, many times).

If it's your content, why wouldn't you do the manipulation within the system
that's serving it up?
