Are you referring to this specific case or to forceAuthn in general?

Some of our SPs were expecting to increase the likelihood that the
correct person is accessing their resource by using forceAuthn.
We have publicly available PC terminals ("kiosk" mode) in a few
places (which I have no say in; esp. closing the webbrowser/deleting
cookies is not possible there) where people can access selected
applications and services, many of which will be accessible via our
Shib SSO service.
