Well, the SAML V1.1 spec doesn't say anything about a "target"
parameter in an authn request since SAML V1.1 doesn't specify an authn
request. The latter is an invention of Shibboleth, and for better or
worse, it's 'target' going in and 'TARGET' coming out.

It is also part of the spec that the ACS must use the issuer in the
assertion?

I'm not following you here...use issuer for what?
