Unprotect subfolder in shib protected directory

So we are using Shibboleth to protect our course management system
(Blackboard).
Shib protects all url paths beyond http://bb.uth.tmc.edu/webapps
A vendor has an add-in product which installs a jsp at
http://bb.uth.tmc.edu/webapps/Teg-Tegrity-bb_bb60/getImsApi.jsp (so, within
webapps)
Ours is an unusual setup, that the product vendor did not provide for.
Is it possible to UNPROTECT this one file or the Tegrity directory? I tried
adding a line to shibboleth.xml

<Path name="webapps/Teg-tegrity-bb_bb60" authType="shibboleth"
requireSession="true" exportAssertion="true" >

but that didn't seem to help.
