It's possible. My impression, from talking to people, is that more schools auth directly against their authentication store than use a local SSO system. Either way, still works the same.

I would think the most common case would be that the handler
is protected by the local sso system, pubcookie, cas, ..., and
that the handler just records the necessary information.
