As a possible compromise, how about this language:

"A Shibboleth identity provider MUST include the <md:IDPSSODescriptor>
element in a metadata instance that is produced for consumption by a
Shibboleth service provider."

(Likewise in the other cases.)

Is that any better?

I'll see if there is clarity in section 2 in defining these terms.
