Let me know if this is what you were looking for or have any ideas how 
to improve it.  It's quick and dirty, but really pretty neat.  It could 
be gussied up a little bit if anyone wants to bother.  The 
error-checking on input is pretty good, but I haven't actually tried 
using the metadata with a provider yet so there may be errors in it.  
I'd appreciate verification it works, and if it does, we should link it 
up and send out something to shib-users.
