The "SAMLspec.pdf" doc (from http://cio.gov/eauthentication/TechSuite.htm) just says it's an "end user identifier (Uid) such that no two subscribers within a CS can share the same uid." The folks at NSF Fastlane say that an opaque value is fine, ie they wouldn't ever show it to the user. And obviously a value that is more stable over time (eg targetedid or uuid) is better than one that is less stable (eg typical netid).
