As far as I can tell, there are open source implementations of ID-FF
1.1 (Java/.NET) and ID-FF 1.2 (Java):

SourceID ID-FF 1.x Toolkit

There is also

SourceID SAML 1.1 Java Toolkit

which is a basic toolkit like OpenSAML. AFAIK, there is no open
source implementation of the SAML 1.1 profiles. Of course, there is
PingFederate 2.0.0 (which is claimed to be an impl of SAML 1.1) but
that's a commercial product.

So I'm back to my original question: Is Shibboleth the only open
source implementation of the SAML 1.1 browser profiles?
