About a year ago, we decided to change the way in which policy is tied  
to a specific Service Provider.  See this position document from  
October 2nd of last year, for a bit of history:

In older versions of shibboleth, IdP-side policy was differentiated  
based on a combination of a hostname identifier for the SHAR component  
and a URL identifying a set of resources protected by that SHAR.  This  
was referred to as an "Application Domain".  We moved to a system where  
each SP is referenced by a single identifier.  Differentiation in  
IdP-side policy requires multiple SP identifiers.
