Yes, I asked Peter Alterman @ NIH about that. One of the feds'
requirements is that there be at least two vendor implementations of
the technology. At the time, only SAML 1.0 satisfied that
requirement. In practice, it's not a big deal though, since SAML 1.0
and 1.1 are so similar.
Have you considered submitting Shib to the E-Auth Interop Lab? There
are only seven vendors on that list so it would be a big feather in
your cap (depending on your point of view :).
