In talking with Walter I find that annoyance at the way this Tomcat config 
stuff works leads one to the approach of configuring your
origin in the expanded tarfile folder, then doing ant builds to reconstruct 
shibboleth.war that you just copy into Tomcat. Turn off
war expansion, and it works rather well.

I think we'll want to document that at some point.
