Ah, ooops, sorry, I had thought at one point I could symlink
webapps/shibboleth/WEB-INF/classes/conf/shibboleth.ini to a neutral
location, but found out I couldn't, so reverted, but continued to update
the neutral location file ...  Anyway works now, thanks.
